Tuesday, 30th of December 2025, a new civic-political movement, Legacy 2027: Kwara Continuity Movement (L27–KCM), was formally unveiled at the Nigeria Union of Journalists (NUJ) Press Centre, Ilorin, during its inaugural world press conference, marking what the conveners described as a generational commitment to protect and sustain the gains of the current Kwara State administration.

The unveiling, held under the theme “From Liberation to Legacy: The Unfinished Revolution of a People’s Dream,” brought together thought leaders, party stakeholders, professionals, artisans, youths, women groups, and members of the press, all united around the idea of continuity anchored on competence rather than personality.

Speaking during the event, the convener and co-conveners of Legacy 2027 explained that the movement was born out of responsibility, not anger, stressing that its central mission is to safeguard, consolidate, and expand the governance reforms introduced by Governor AbdulRahman AbdulRazaq, following the historic Òtógé political movement.

They recalled that Òtógé was not just an electoral victory but a collective awakening by Kwarans to dismantle years of stagnation, concentration of power, and uneven development. According to them, the movement ushered in a new governance culture built on prudence, accountability, empathy, and performance, a direction they said must not be reversed.

Highlighting the achievements of the AbdulRazaq administration, the movement cited massive infrastructural development across the state, improved internally generated revenue, historic investments in education, payment of salary and pension arrears, implementation of minimum wage adjustments, and strategic projects such as the Ilorin Innovation Hub, Garment Factory, Visual Arts Centre, Smart City vision, and urban renewal initiatives.
They noted that beyond physical infrastructure, the administration has embedded reforms that directly impact daily life, particularly through programmes like KWASSIP, which have empowered youths, women, artisans, traders, and vulnerable households through structured support systems that promote dignity rather than dependency.
The group emphasised that many of these achievements are often mistaken as routine governance, whereas they are the product of deliberate structural reforms designed to reposition Kwara from a wage-dependent economy to a diversified, innovation-driven one capable of attracting investment and retaining talent.
According to the movement, projects such as the Innovation Hub, International Conference Centre, Garment Factory, Kwara Hotel revival, and Flower Garden redevelopment are designed as economic magnets, reducing outward migration and creating sustainable opportunities within the state.
On governance philosophy, Legacy 2027 strongly aligned itself with Governor AbdulRazaq’s stance of “Legacy over Dynasty,” describing it as a rare leadership principle that prioritises institutions over individuals and service over entitlement. The movement said it exists to give structure and continuity to this philosophy beyond tenure.
The group also reaffirmed its alignment with the Renewed Hope Agenda of President Bola Ahmed Tinubu, noting that Kwara’s reform trajectory fits squarely within the broader national economic and governance reset. They cited federal interventions in infrastructure, education financing, energy, and development commissions as opportunities Kwara is well-positioned to maximise through state–federal synergy.
Legacy 2027 warned against political regression, internal division, and the re-emergence of interests that once stalled Kwara’s progress, describing the movement as a firewall between reform and relapse. It stressed that its mandate is not to attack individuals but to defend principles, facts, and continuity rooted in competence.
As part of its roadmap, the movement announced upcoming initiatives including statewide stakeholders’ dialogues, grassroots listening tours, reconciliation programmes for Òtógé frontline ambassadors, and the launch of a comprehensive governance scorecard.
