Legacy 2027 Movement Unveiled to Safeguard Gov. AbdulRazaq’s Reform Agenda in Kwara

A new civic movement, Legacy 2027: Kwara Continuity Movement (L27–KCM), has been formally unveiled in Ilorin with a call on citizens to protect, sustain and expand the reform legacy of Governor AbdulRahman AbdulRazaq as Kwara approaches the 2027 political transition.

The movement, operating under the Kwara Generational Compact (KGC), was officially declared on Friday, December 26, 2025, positioning itself as a non-partisan citizens’ platform committed to preventing a reversal of the gains recorded since the 2019 Òtógé political shift.

Speaking through its unveiling declaration, the movement described Legacy 2027 as a “generational compact” aimed at defending governance reforms that moved Kwara from what it termed an era of patronage, political dynasty and fiscal recklessness to one of performance, accountability and people-centred governance.

According to the declaration, the Òtógé movement of 2019 marked a historic turning point that dismantled entrenched political dominance and ushered in reforms under Governor AbdulRazaq’s administration. The group said the current phase requires citizens’ vigilance to ensure continuity and consolidation of those reforms beyond 2027.

The declaration highlighted achievements recorded under the AbdulRazaq administration across key sectors, including infrastructure, education, healthcare, social investment, agriculture, revenue generation, innovation and governance reforms.

It cited the construction and rehabilitation of over 1,200 kilometres of roads, urban renewal projects across major towns, education reforms through KwaraLEARN, large-scale teacher recruitment, expansion of tertiary institutions, and strengthened healthcare delivery through new and upgraded primary healthcare centres.

The movement also pointed to improved internally generated revenue, industrial revitalisation initiatives such as the Kwara Garment Factory, agricultural mechanisation programmes, and the emergence of a creative and digital economy anchored by projects like the Ilorin Innovation Hub, Kwara Visual Arts Centre and the Sugar Film Factory.

Legacy 2027 further noted Kwara’s alignment with President Bola Ahmed Tinubu’s Renewed Hope Agenda, which it said has attracted federal interventions in infrastructure financing, SME support, housing, rural electrification and food security.

Addressing the political future of the state, the movement warned against a return to what it described as “dynastic politics” and cautioned against internal divisions within the reform bloc.

It stressed that succession in 2027 must be guided by competence, capacity and commitment to continuity rather than loyalty, zoning or personal ambition.

The group outlined its core objectives to include documenting and defending the reform legacy, preparing competent continuity leadership, reconciling stakeholders, empowering communities through cooperative models, and institutionalising legacy communication through digital media platforms.

Legacy 2027 announced a series of post-unveiling activities, including listening tours across Kwara Central, North and South senatorial districts, as well as a multi-stakeholders’ dialogue scheduled for February 2026, during which an AbdulRahman AbdulRazaq Legacy Scorecard is expected to be launched.

The movement called on Kwarans at home and in the diaspora elders, workers, women, youths and professionals to recommit to safeguarding the state’s reform trajectory, insisting that 2027 must mark consolidation rather than regression.
